Four lines of effort to achieve one end state:
Developed in response to gaps in current capability and international lessons learned, these four lines of effort will integrate to improve capability to save lives.

Strategic Policy and Governance
Advocating and promoting tactical medicine in New Zealand. Supporting existing agencies to enhance the chain of survival from point of injury through to definitive care.

Standardisation
Setting New Zealand standards for the different levels of tactical medical response. Developing a framework that organisations can use to enhance their current ability to provide a tactical medical capability.

Building by-stander capability
Increase public knowledge of actions they can take to build an immediate response capability.

Building Interoperability
Linking agencies and individuals together to share lessons learnt, develop interagency cooperation and socialise amongst fellow tactical medicine practitioners.
